Establishes a DEPARTMENT OF PEACE at the cabinet level in the executive branch of the Federal Government, dedicated to: -
DEPARTMENT OF PEACE mission includes: strengthening nonmilitary means of conflict resolution; preventing violence; developing policies to prevent domestic and international conflict; promoting nonviolent means of intervention; mediation and encouraging local peace initiatives. -
DOMESTIC SCOPE of the DEPARTMENT OF PEACE - develop policies and programs to address: -
domestic violence (spousal, child and elder abuse) -
drug /alcohol abuse -
crime, punishment and rehabilitation -
violence against animals -
gun violence -
school violence -
gangs -
racial and ethnic violence, hate crimes -
violence against women, gays and lesbians -
INTERNATIONAL SCOPE of the DEPARTMENT OF PEACE: -
advise Secretary of Defense and Secretary of State on prevention and amelioration of international conflict -
train personnel for post-conflict reconstruction and demobilization -
develop plans and programs for addressing root sources of conflicts -
train civilian peace-keepers to participate in multinational nonviolent police forces -
strengthen peace enforcement of international arms embargoes -
submit to the President recommendations for reductions in weapons of mass destruction and report annually on U.S. arms sales to other nations -
advise the U.S. ambassador to the United Nations on matters pertaining to the U.N. Security Council -
MANDATORY CONSULTATION with the DEPARTMENT OF PEACE: -
“prior to the initiation of any armed conflict between the United States and any other nation or entity and for any matter involving the use of Department of Defense personnel within the U.S”, the Secretary of Defense and the Secretary of State shall consult with the Secretary of Peace concerning nonviolent means of conflict resolution -
mandatory consultation process involving the Secretary of Peace along with the Secretary of Defense and the Secretary of State is also required in drafting treaties and peace agreements -
EDUCATIONAL RESPONBSIBILITIES of the DEPARTMENT OF PEACE: -
commission the development of peace curricula for study at the local school district level including offering grants and training -
create and establish a Peace Academy, modeled after military service academies, with a 4 year program in peace education, after which graduates will serve 5 years in public service posts at home or abroad dedicated to nonviolent conflict resolution -
provide grants for university level peace studies -
MEDIA RESPONSIBILITIES of the DEPARTMENT OF PEACE: -

Office of Domestic Peace Activities -
Office of International Peace Activities -
Office of Technology for Peace -
Office of Arms Control and Disarmament -
Office of Peaceful Coexistence and Nonviolent Conflict Resolution -
OTHER AGENCIES TRANSFERRED to the DEPARTMENT OF PEACE: – the functions, assets and personnel of the following agencies are transferred to the DOP: -
Peace Corps – U.S. Institute of Peace -
Office of the Under Secretary for Arms Control -
International Security Affairs of the Department of State -
Gang Resistance Education and Training Program – Bureau of Alcohol, Tobacco and Firearms -
“Safe Futures” - Office of Juvenile Justice and Delinquency Prevention of the Department of Justice -
